Do You Shower Before Or After Waxing?

Reform of local government: a leap from 30 years back ...!

This reform is an infernal machine to travel back in time, far from advancing local democracy, readability and economic dynamism.

The creation of territorial adviser: a superman!

Now a territorial adviser will deal with two communities thus contributing to the confusion of roles. The territorial advisors will be more concerned by the projects in their sectors as the overall planning.

This reform may cause the most incredible situations, because of that dual role: a single territorial adviser may be part of the majority of a level and may be in the minority on the other level!

There will be no savings. Reducing the number of elected (5 900-3 400) does not compensate for problems related to logistics. Where will there be elected at the plenary meetings? Another example: fewer, how future territorial advisors will they ensure their presence in the Boards of Directors of outside agencies, colleges and high schools?

The inherent effect of this reform is clearly pushing the professionalisation of politics is no longer possible to elected officials wishing to retain a job. Moreover, the participation of all elected deliberative bodies will be detrimental of outreach to local elected expensive.

parity, enshrined in the Constitution, will not be respected and they are not financial penalties that will deter recalcitrant. While regional councils have today 48% of women, "the councilors land" would occupy less than 20% of the seats.

The removal of the general competence clause or how to re-focus the power?

Following the reform, regions and departments may only intervene in areas well limited by law.

When a project beyond the municipal level and interesting one or more other (s) step (s), the promoter can no longer request support for other institutional partners. Thus, the projects they economic, cultural or social will be subject to the whims and budgetary limits of one local executive.

Municipalities, turning frequently to regions and departments will no longer enter into partnerships often required for financing.

Without the Region of Pays de la Loire and the Department of Loire Atlantique, most projects run by our common Pornic example but many others would not have happened.

The only possibility of a partnership between several communities to complete a single project will be on the initiative of the State ...!

transfers of skills but a decrease of community resources

Local authorities carry out 73% of public investment, without deficits and with little taxes: 100 €, 78 are by State and 2 by the Regions. Between 2003 and 2009 tax increases of the Regions represents only 3 € per person per year. All this with a debt 10 times lower than that of the state.

Yet the government keeps the regions and departments to carry out their missions of local public services, support groups, transferring loads without financial compensation or by depriving them of all autonomy tax

According to the President of the Association of Departments of France, with the removal of business tax, the General Councils "Do not retain more control than 12% of their revenue." This reform is a further element of tighter departmental revenue!

He was transferred to the departments of many social skills. With the 2008 crisis, primarily financial, and soon economic, social spending (RSA, personal autonomy allowance, disability compensation benefits) clearly increased. With the lack of resources department how he is going to remain a bulwark against the growing inequality?

More readability but .... creating a new level !

Adding to the confusion, the law creates a new level: the cities. These cities will be provided as clearly unfavorable to small communities, pushing a little further to the centripetal effect of the largest city in the metropolis.
